Rules of Use of the Yuzhno-Sakhalinsk Air Terminal Complex

The Yuzhno-Sakhalinsk Airport Terminal Complex is the largest in the Sakhalin Oblast and is a complex set of technological facilities, operating halls, complex engineering communications and life support systems for buildings, flight support, ground passenger services and baggage handling for passengers of domestic and international lines.

These Rules are developed on the basis of the current legislation of the Russian Federation, aimed at ensuring the safety of life and health of passengers and persons accompanying them, protection of air carriage from acts of unlawful interference, ensuring the safety and regularity of flights. The Rules are binding for all persons without exception who are on the territory of the airport terminal.

The terminal territory includes the terminal building and adjacent territories:

• station square;
• car park areas;
• apron.

1.1 Ground handling of departing and arriving passengers of domestic airlines, as well as handling of passengers' baggage is carried out on the territory of the air terminal.

1.2 The rules of carriage of air passengers and baggage are established by the airline - carrier in accordance with the current legislation of the Russian Federation and are stipulated in the contract of carriage by air (passenger ticket and baggage receipt).

1.3 In accordance with the current regulations of the Federal Air Transport Service of the Russian Federation and the approved Technology of ground passenger service, the following mandatory procedure for check-in of departing passengers is established at the airport terminal:

1.3.1. When checking in at the airport, passengers of domestic airlines, after receiving information about the beginning of check-in for the flight, should:

• check in and check in your luggage and hand;
• go to the aviation security control area for pre-flight inspection;
• when informed that boarding has begun, proceed to the appropriate gate to board the aircraft

If you have a weapon, declare it at check-in and present the authorization documents when passing the procedure of transferring special means for temporary storage for the flight period (weapons are issued in the room "Reception and issue of weapons").

Note: Weapons pick-up time ends 50 minutes prior to flight departure

When transporting animals or plants, it is necessary to undergo phytocontrol/veterinary control prior to check-in. Information related to the established sphere of Rosselkhoznadzor's activities is also available on the official website of the Federal Service for Veterinary and Phytosanitary Surveillance (www.fsvps.ru) and the website of the Sakhalin Oblast Department of the Federal Service for Veterinary and Phytosanitary Surveillance.

1.3.3. Passengers can use the possibility of self-check-in using an Internet browser on their mobile phones. Upon completion of the check-in procedure, an SMS-notification and a 2D barcode readable at the airport by a special device for printing out boarding passes - the Reprint terminal. Reprint terminals are installed along the route to the pre-flight inspection of passengers, on the first and second floors of the airport terminal.

To obtain a boarding pass, you must:

• Approach one of the Reprint terminals;
• Open an SMS message containing a 2D barcode in your mobile phone;
• Bring the screen of a mobile phone displaying a 2D barcode to the information reader;
• Printing of the boarding pass is automatic;
• Pick up a printed boarding pass:
  • If there is luggage, go through and drop it off at the Baggage Drop Off/Receipt section;
  • In case of any difficulties, please contact an authorized employee of the Airport Terminal, who will provide passengers with necessary assistance, or go to the check-in section.

1.4. The procedure for servicing arriving passengers at the terminal is as follows:

1.4.1. Passengers arriving from airports of the Russian Federation and not traveling by transit and transfer:

• are escorted to the terminal building by an authorized officer;
• have checked-in baggage receive their baggage at the baggage claim hall;
• are following the exit to the city.

Note: If a passenger has any claims regarding baggage carriage (loss of baggage or part of its contents, damage to baggage), he/she should apply to the "Baggage Search/Lost & Found" counter in the baggage claim hall.

1.5. Transit and transfer passengers shall be served at the terminal in the following order.

1.5.1. When transferring from a domestic flight to a domestic flight it is necessary to:

• following the signs "TRANSFER/TRANSIT" go to the transfer hall of domestic airlines to check-in for the next flight (luggage will be delivered automatically to the next flight without passenger's participation, provided that it was checked in at the airport of departure to the airport of destination);
• upon completion of the check-in process, go through aviation security control;
• go to the departure hall of domestic airlines The boarding gate is indicated on the boarding pass and on the information boards.

A transfer passenger whose baggage is checked in only to Yuzhno-Sakhalinsk is directed to the check-in area after baggage collection to be checked in for the next domestic flight.

1.5.5. End-to-end registration

Some airline transfer routes offer a through check-in service to the final destination.

In the case of through check-in, passengers at the airport of departure are simultaneously checked in for both the flight to Yuzhno-Sakhalinsk and the connecting flight from Yuzhno-Sakhalinsk to the airport of destination, giving the passenger two boarding passes. In this case, transfer passengers do not need to check-in at the transfer lounges or at the check-in sections in the general hall of the Airport Terminal, but go directly to the departure hall of domestic airlines to the boarding gate indicated on the boarding pass or on the information boards. More detailed information on through check-in can be obtained at check-in at the airport of departure.

Note. Yuzhno-Sakhalinsk airport applies special transfer technologies if the passenger and his/her baggage have been correctly processed at the airport of departure to the final destination. Not all airports have the possibility to process transfer passengers.

1.6. In all questions concerning the rules and procedure of air carriage, the passenger may address a representative of the airline operating the respective flight, as well as an authorized employee of the Airport Terminal at the information desk.

1.7. Passengers staying at the terminal with children bear full personal responsibility for the behavior and safety of their children.

1.8. Information about services and location of passenger service facilities in the terminal territory is provided in passenger lounges by means of audio-visual passenger information (voice announcements, information signs, information monitors).

2.1. In accordance with the requirements of the current legislation of the Russian Federation regulating the procedure for domestic and international air transport operations, the territory of the airport terminal is divided into several zones, namely:

• operating theaters, rooms and public access facilities;
• airport offices;
• aviation safety zone;
• customs control area;
• the zone of passage across the State border of the Russian Federation.

2.2. It is prohibited in the territory of the terminal:

2.2.1. Offer (advertise) services for the carriage of passengers and luggage by motor transport, including passenger taxis, outside the territory of equipped taxi stands or without using dispatch centers (taxi ordering services). Placement and arrangement of parking places for passenger taxis and dispatch centers (taxi ordering services) at railway stations (airports) shall be agreed with the administration of the airport terminal.

2.2.2. Parking of vehicles outside the car parks.

2.2.3. Unauthorized entry into the production facilities, controlled area, unauthorized movement on the apron and the airfield without being escorted by authorized terminal staff.

2.2.4. Smoking, except for specially designated places.

2.2.5. Drink alcoholic and alcohol-containing beverages on the territory of the air terminal, except for catering outlets.

2.2.6. Use narcotic drugs or psychotropic substances, be under the influence of drugs or alcohol.

2.2.7. Be in dirty, stinking clothes/no clothes, without shoes, with luggage, objects, products that may stain passengers, luggage and elements of the airport terminal structure.

2.2.8 Harassing citizens, i.e. committing actions to violate public order, expressed in intrusive actions of a citizen, carried out in relation to other citizens against their will, in order to buy, sell, exchange, or acquire things in any other way, as well as for the purpose of fortune-telling, begging, providing services of a sexual nature or imposing other services in public places.

2.2.9. To litter, pollute and cause damage to structures, devices, equipment, escalators and structural elements of the airport terminal complex.

2.2.10. Place bulky or dirty luggage on the seats in the waiting rooms.

2.2.11. Lying on the seats in the waiting rooms occupying several seats at the same time; climbing with feet on the seats.

2.2.12. Sitting, lying on the floor and in places not intended for this purpose.

2.2.13. To listen to audio equipment with a volume level that hinders the perception of acoustic information in the terminal and causes disturbance to other passengers.

2.2.14. Connect electrical loads (electric shavers, laptops, chargers and other electrical appliances) to groups of sockets that ensure operation of the airport technological equipment.

2.2.15. Perform actions that hinder the normal operation of the terminal, in particular actions and/or omissions that directly or indirectly create obstacles to the passage of passengers, as well as affect the formation of crowds of people for reasons unrelated to the normal operation of the terminal for its intended purpose.

2.2.16. Accept items for carriage from unauthorized persons.

2.2.17. Move around the terminal territory on bicycles, sidecars, trolleys and other vehicles, except for sick passengers and passengers with reduced mobility. Vehicles intended for carriage in baggage shall be kept folded (packed) in the terminal territory.

2.2.18. Have animals without a muzzle and a leash, the length of which does not allow them to control their behavior.

2.2.19. To walk animals on the territory of the airport terminal or station area, to feed animals on the seats in the waiting rooms. A specially equipped area in the economic zone of the airport terminal is designated for walking animals (the animal walking area is specially marked with signs).

2.2.20. Carry people on luggage trolleys or otherwise use trolleys not for their intended purpose (carry any categories of items and materials not related to the passenger's luggage).

2.2.21. To conduct professional TV, video and film filming in the transport security zone without written permission of the authorized airport services.

2.2.22. Create situations that threaten the life, health, honor and dignity of other passengers/clients of the airport, as well as the staff, allow verbal abuse, threats and attempts of physical violence towards them.

2.2.23. Create conditions that prevent employees from performing their job duties or hinder servicing other passengers.

2.2.24. To put inscriptions, posters, posters, announcements, other materials of advertising, information and propaganda content without the written permission of the terminal administration, and in the customs control and border crossing areas of the Russian Federation - without the permission of the relevant state authority.

2.2.25. Carry firearms, stabbing and easily breakable objects without covers (packaging), including skis and skates, small garden tools with open sharp parts.

2.2.26. To consume food outside catering outlets that may cause harm (or inconvenience) to passengers or airport terminal equipment (greasy, strong-smelling, liquid, etc.). The consumption of ready-to-eat food such as sandwiches, sandwiches, hamburgers, crisps, snacks, and fruit is permitted.

2.2.27. Stay on the territory of the terminal without a sufficient reason (except for passengers and staff, as well as seeing off and greeting persons).

2.2.28. To advertise/sell works, goods or services on the territory of the terminal without written agreement with the terminal administration outside the specialized places, located and equipped taking into account the requirements for ensuring transport security of the terminal, and in the customs control and border crossing zones of the Russian Federation - without the permission of the relevant state authority. Advertising/selling of goods, works or services by business entities on the territory of the Airport Terminal Complex shall be carried out on a contractual basis with the Administration of the Airport Terminal. Business entities advertising/selling goods, works or services that meet the unified qualification requirements for a certain type of activity have equal opportunities to conclude a contract by participating in the bidding procedure. Transport companies willing to provide passenger and luggage carriage services by passenger taxi, as well as those willing to offer such services, have the opportunity to carry out their activities on the territory of the Airport Terminal Complex after the conclusion of the contract. The terms and procedure for entering into contracts with Yuzhno-Sakhalinsk Airport Terminal are set out on the terminal's website at uusaero.ru.

2.2.29. To use the air terminal's prams for children not for their intended purpose;

2.2.30. Independently move terminal equipment (counters, seats, navigation objects, structural elements of the terminal complex)

2.2.31. During the period of anti-epidemiological restrictions, any restrictions imposed by the Russian Federation governmental authorities apply on the territory of the terminal.

2.3 Public order protection in the terminal building is the responsibility of the Air Transport Line Department of Internal Affairs, and in the adjacent territories - of the Department of Internal Affairs. To maintain public order, transport security officers and airport security services may be involved.

2.3.1. In case of identification of persons violating / not fulfilling the requirements for ensuring transport security at the ATC, including persons without a fixed place of residence, leading an antisocial lifestyle, persons offering illegal services for the transportation of passengers and baggage by passenger and cargo vehicles (lack of permits), accommodation in hotels and motels, packing passenger baggage, selling tickets, food, cosmetics and other retail goods and / or violating the Rules for using the air terminal, the transport security officer has the right to demand that such persons eliminate the violation or leave the ATC territory. In case of non-compliance with the requirements of the employees of JSC "AIRPORT YUZHNO-SAKHALINSK", such persons are transferred to the employees of the LOM of the Ministry of Internal Affairs of Russia or are expelled from the ATC territory by the employees of JSC "AIRPORT YUZHNO-SAKHALINSK".

2.4 Access to the terminal's service areas is by pass only. All entrances to service areas have warning signs "For personnel only". The order of access and stay in the service premises is determined by the Rules of access and intra-object regime of the airport terminal. Control over compliance with the rules of access control is carried out by the Aviation Security Service and the airport security service.

2.5 The aviation security service area includes premises and facilities with access to the apron (airfield), areas and inspection points for passengers who have undergone pre-flight screening. All activities related to aviation security at the airport terminal are carried out by the personnel of the Aviation Security Service (hereinafter referred to as ASS) of the airport terminal. If necessary, employees of the Air Transport Internal Affairs Department at Yuzhno-Sakhalinsk Air Terminal may be involved in pre-flight security screening.

2.5.1 Personnel and passengers are allowed to enter the secure area of the TSA only through specially equipped pre-flight inspection points. The inspection procedure is determined by the Order of the Ministry of Transport of the Russian Federation No. 104 dated 25 July 2007 "On Approval of the Rules of Preflight and Postflight Inspection". "On Approval of the Rules of Preflight and Postflight Inspection".

2.5.2 Information about the pre-flight screening procedure and items prohibited for carriage on civil aircraft in the Russian Federation and the procedure for their clearance is provided to passengers by means of audio-visual information in the common access lounges and on information boards in front of the screening points, as well as on the airport terminal's official website https://aero65.ru/.

The rules for the use of the terminal area regulate the relations in the sphere of granting the right of access of motor vehicles to the terminal area.

In the station square, drivers are obliged to follow the rules for the use of the station square.

3.1 In order to enter the station area it is necessary to:

3.1.1 Drive up to the automated parking card issuing counter of any entry terminal at the entrance to the station square.

3.1.2 Press the button to get a parking card.

3.1.3 Take the parking card from the issuing channel of the entry counter.

3.1.4. After the barrier is raised, enter the territory of the station square and proceed to the passenger boarding/disembarkation places.

3.1.5 In case of problems with entry (parking ticket is not issued, the barrier boom is not raised) contact the Parking Supervisor by pressing the "Call Operator" button located on the front panel of the parking ticket issuing counter.

3.2 When staying on the territory of the railway station square it is necessary to:

3.2.1 Keep the parking card until leaving the station square.

3.2.2 Observe the Road Traffic Regulations of the Russian Federation (RF Road Traffic Regulations), including markings, by installing vehicles in strictly designated places. Failure to comply with the rules entails administrative liability under the Code of Administrative Offences of the Russian Federation (CAO RF).

3.2.3 Comply with the requirements of the terminal staff in terms of compliance with these Rules.

3.2.4 Observe fire safety requirements.

3.2.5 Observe cleanliness and order, treat with care the property located on the square.

3.2.6 Observe public order on the territory of the station square.

Note: Vehicles parked on the territory of the station square in violation of the Russian Federation traffic rules are evacuated by traffic police officers to a specialized paid car park.

Note: Drivers of operational services, whose vehicles have special color schemes applied on the exterior surfaces, as well as those who have state documents granting the right to freely enter and leave the territory of the station square, should contact a parking employee from any entry-exit terminal by pressing the operator call button (marked with an icon), which is located on the front panel of the exit counter. In turn, the car park employee has the opportunity to directly verify the necessity of passing such a vehicle through the video surveillance system and remotely open the barrier of the entrance terminal.

3.3 In order to make an exit from the station square it is necessary to:

3.3.1 Drive up to the counter of any exit terminal, insert the parking card into the receiving channel of the exit counter where the ticket is withdrawn.

3.3.2 After raising the barrier boom, drive out of the station square.

3.3.3 In case of exceeding the non-tariffed stay time in the territory of the station area, the exit terminal counter will return the card. In this case it is necessary to

• clear the driveway;
• make the appropriate surcharge at the nearest automatic cash terminals;
• re-insert the parking card into the reception channel of the counter and drive out of the station square after raising the barrier arm.

3.3.4 In case of problems with the exit (barrier arm does not rise, etc.) or payment, the vehicle driver should contact the service personnel by pressing the operator call button (marked with an icon), which is located on the front panel of the exit counter.

Note: In accordance with Article 15 of the Federal Law of the Russian Federation dated 24.11.1995 No. 181-FZ "On Social Protection of Disabled Persons in the Russian Federation", specially designated parking spaces for special vehicles are allocated for people with disabilities. Exit from the territory of the station square is free of charge upon presentation of a document of the approved sample confirming the right to receive a benefit. In order to exit the car park it is necessary to contact the Parking Supervisor to provide appropriate assistance with the paperwork.

3.3.5 Navigation information signs are installed at the Station Square for easy orientation.

3.4 It is prohibited in the territory of the railway station square:

3.4.1 Parking of vehicles in the security zone with a width of 30 meters from the terminal building and other airport facilities (Order of the Ministry of Transport of the Russian Federation dated 21 June 2016 No. 171 On Amendments to the Federal Aviation Regulations "Aviation Security Requirements for Airports" approved by the Order of the Ministry of Transport of Russia dated 28 November 2005). Short-term stopping of the vehicle in this zone is allowed only for passenger boarding (disembarkation).

3.4.2 Parking of vehicles at the entrances, exits of entrance and exit terminals blocking the movement of vehicles.

3.4.3 Place vehicles outside the specially designated places marked with horizontal markings and road signs;

3.4.4 Transfer parking tickets to third parties, exchange them for any other parking tickets from third parties, use the services of third parties offering to exchange parking tickets.

3.4.5. To carry out advertising/sales of works, goods or services on the territory of the terminal area without written agreement with the terminal administration outside the specialized places allocated for this purpose.

3.4.6 Carry out advertising and marketing campaigns, as well as conduct surveys, questionnaires and collection of information in any other way.

3.4.7 Place posters, posters, announcements, other materials of advertising or propaganda content.

3.4.8. Start an open fire.

3.4.9. To hold unauthorized meetings and assemblies.

3.4.10. Damage the parking equipment.

3.4.11. To molest citizens, i.e. to commit actions to violate public order, expressed in intrusive actions of a citizen, carried out in relation to other citizens against their will, in order to buy, sell, exchange, or acquire things in any other way, as well as for the purpose of fortune-telling, begging, providing services of a sexual nature or imposing other services in public places.

3.4.12. Use alcoholic and alcohol-containing drinks, narcotic and psychotropic substances and be under the influence of alcohol and drugs.

3.4.13. Smoking, except for specially designated areas.

3.4.14. To make an illegal exit from the territory of the station square without using a parking ticket by following the vehicle in front, without waiting for the lowering of the barrier arm.

4.1 For violation of the rules of transport and aviation security, as well as the customs regime of the State border of the Russian Federation, guilty persons shall be held liable in accordance with the current legislation of the Russian Federation.
