1. Provide JSC "Aeroport South Sakhalinsk" with information regarding the experience and capability of the Interested Party (and members of its group and/or business partners) to manage commercial facilities comprehensively, to ensure the highest level of passenger service, to contribute to maintaining and enhancing the image of JSC "Aeroport South Sakhalinsk," and to meet the requirements for operational and commercial activities of JSC "Aeroport South Sakhalinsk," specifically:
- Technical requirements (electrical supply, water supply, sewage, low-current networks) necessary for the effective implementation of operational activities;
- A list of transport infrastructure objects (in particular, airports, if such objects exist; specify the passenger flow of the respective airports), large shopping centers, etc., indicating the name and location, where the Interested Party has conducted commercial activities over the past 5 (five) years. Also, specify the location of the objects, the occupied area in square meters, and the concept.
- A description of the Interested Party's experience in this market segment, reflecting experience in creating and managing service delivery facilities, in free form.
- If the Interested Party relies on the experience/capabilities of a group member or business partner, the Interested Party must (a) provide JSC "Aeroport South Sakhalinsk" with information on where such a group member or business partner has also successfully organized and managed service delivery facilities; (b) substantiate and confirm business relations between group members or with the business partner; and (c) specify the duration of any agreement involving this group member or business partner in the same group as the Interested Party.
2. Provide JSC "Aeroport South Sakhalinsk" with information about the general financial capabilities of the Interested Party (and members of its group and/or business partners) necessary (a) for the implementation of a capital investment program for organizing the service point, and (b) for ensuring sufficient working capital to manage the service point, (c) to meet JSC "Aeroport South Sakhalinsk" expectations regarding rent and other requirements of JSC "Aeroport South Sakhalinsk" concerning the counterparty, specifically:
- The absence of any debt of the Interested Party for accrued taxes, fees, and other mandatory payments to budgets of any level or state off-budget funds for the past calendar year;
- A copy of the Interested Party's financial statements, prepared in accordance with generally accepted accounting principles (GAAP), for the last three financial years.
3. Provide JSC "Aeroport South Sakhalinsk" with information on the organizational and legal form of the Interested Party (e.g., limited liability company (LLC), joint-stock company, etc.) and the Interested Party's intentions regarding the organizational and legal form in the case of planned creation of a special purpose vehicle (SPV), joint venture, etc.
JSC "Aeroport South Sakhalinsk" undertakes not to disclose for a period of 3 (three) years any information received from the Interested Party as a result of expressing its interest, except in cases where such disclosure is required in accordance with current legislation or where such information is already publicly known.
JSC "Aeroport South Sakhalinsk" reserves the right to request any additional financial information that may be required during the evaluation of proposals. JSC "Aeroport South Sakhalinsk" reserves the right to request at any time during the Request for Proposals any additional information it deems necessary to confirm the financial stability of the Applicant. When evaluating financial stability, JSC "Aeroport South Sakhalinsk" may consider any information it deems necessary, regardless of whether it was provided by the Applicant or obtained from other sources.
